Answer: As you are interested in going for computer networking, the prerequisite for non engineering and non computer background students, is, a course in hardware.
There is nothing like "Best institute"...there are many good institutes in big cities like Aptech, Jetking, IHT, NIIT etc...
But which ever institute you join, just keep in mind few things which the institute should have.
Student teacher ratio: it should be a minimum of 1 is to 15 and a maximum of 1 is to 30
Student computer ratio: for machine familiarization and concept and skill acquisition this should be at most two students per computer and for skill application 5 students per computer.
Library should be equipped well with books, journal, projects reports and other facilities like CD-ROMS.
Good audio visual class room equipments must be there.
Full time staff of well qualified lecturers and visiting experts who can interact well with students from time to time.
